Primary health gets K20m


 
THE total recurrent expenditure for 2013 for the health sector is K719.2 million, an increase of K73.1 million from K646.1 million for this year.
The increase is driven by funding of K75 million for various awards/allowances and K20 million for free primary health care.
The implementation of free primary health care will have two elements. The first is the additional K20 million to off-set the fees previously collected by hospitals.
The second component is increased infrastructure funding for hospitals, including K300 million over four years of which K50 million has been allocated in 2013 for the redevelopment of Port Moresby General Hospital.
For personnel emoluments, health sector agencies will have an increase of K66.7 million or 20.3 per cent bringing the total to K395.2 million. Hospital management services (HMS) will have the highest increase of K50.6 million or 19.3 per cent bringing total funding to K427.6 million in 2013.
The increase is to cater for the current health workers agreement with the Government and the recruitment of 949 additional staff.
The 2013 Budget includes funding of K158 million for drugs and medical supplies, K15 million for anti-retroviral treatment drugs and K143 million for other drugs and medical supplies.
The budget also included funding of K94.4 million for Church Health Services, K19.1 million as direct funding to hospitals for the purchase of medical equipment which was traditionally under Health Department.
An additional K50.1 million for Health Awards (Health Extension Officers K20 million and others K30 million) and K25 million for staffing grants to be transferred from provinces to Provincial Health Authorities in Milne Bay, Eastern Highlands and Western Highlands.
