Minister Loujaya Toni blamed for politicizing the top post.

Development Loujaya Toni has been blamed for politicizing the top post and bring chaos into the department.
The side lined and displaced top management reiterated against the Minister after Mrs Toni reported on Post Courier on Friday that she wanted Secretary Klapat on the top post.
They reacted on Minister Toni’s comment that she had confidence in Klapat to restore normalcy in the department.
But the senior management resisted that Klapat was suspended for causing administrative instability and chaos.
“The decision to lift Klapat’s suspension took place well before she assumed her role in the department,” they complained.
As of the media report on Friday the entire 25 public servants top management had been replaced including two Deputies, the Director of Child Welfare of PNG, the Executive Director for the Office of the Development of Women (ODW), First Assistants (FAS) and Assistant Secretariats (AS) within three (3) days which they described as first of its kind in any government department.
“Our conscience are clear, we are not against the Minister but against Klapat.
“We worked with him for the last nine years and have seen his management leadership and code of ethics as a senior public servant,” they stated.
They said within a year without Klapat, confidence was restored in strategizing the department work force according to qualification, experience and seniority.
They alleged that in their internal investigation report, they made known the activities that were undertaken at the time of Klapat. However Minister Toni has never cooperated with the senior management for a thorough brief on the report.
They stressed that during Klapat’s reign, nepotism was rife where people from the same region were elevated to senior management posts which current First Secretary to Minister Brian Nagrakundi was a beneficiary.
“We made proper changes by elevating more experienced and qualified staffs that fall victim during Klapat’s reign to the positions they earned through hard work, commitment, experience and qualifications which was appropriate.
“We have clear conscience that Minister Toni has politicized the change for the departmental head,” they said.
Minister Toni said Kalapt is the government recognised appointee and urged all public servants to work with him.
Mr Klapat is a long serving career public servant from what used to be Home Affairs Department before it changed Community Development under former and now retired MP Dame Carol Kidu.
