Mr O’Neill said he prefers the use of firearms to be restricted to special circumstances only, such as when the police are called out by the government to perform national security and emergency operations.
That preference and other uses of high-powered arms will be regulated and administered under an enabling legislation and administrative guidelines.
“The use of these firearms has become regular and sometimes quite unnecessary.
“This has notably become a growing concern for the public and communities at large,” he said.
In a letter dated Tuesday February 5, Prime Minister O’Neill directed Police Minister Nixon Duban, to immediately order the return of all high-powered firearms to police armouries to be stored away securely.
“When securely stored at armories, no high-powered firearm should be issued without proper authorization,” Mr O’Neill said.
The Prime Minister directed Minister Duban to review the use of the firearms policy as part of a holistic restructure of the Police Force.
“As for the normal day-to-day policing, side arms can be carried,
preferably by senior non-commissioned and commissioned officers.
“I know there will be concerns raised about the safety of police officers, particularly when high-powered arms are being used by criminals.
“In such situations, special exemptions can be granted by the police commissioner,” he said.
Mr O’Neill said both the Police Minister and the Attorney-General will work together to create an enabling administrative and legislative framework for the controlled use of high-powered firearms."
This decision made must be reviewed with Immediate effect , in our country guns makes a policemen a policemen . Its a wrong call . Rather a statuary Task force should be established to investigate and secure illegal guns that are i possession with locals , and Members of Parliament.
The central Highlands area, known for tribal conflicts, is particularly at risk: “The build-up of guns in the Highlands is getting out of hand… There are more people dying in tribal warfare now than ever before. The situation is so bad, it has the potential to disrupt major economic projects in the region,” This story was raised by police commander for the Highlands Assistant Commissioner Simon Kauba . There are major hold up also along the highlands Highways in which locals are found use heavy Fire Arms some Home made .
I do take into consideration of the recent Police Brutality and steps taken by Acting Police Commissioner Simon Kauba to solve the issue but that does not create the room for Securing firearms .
There are alleged issues still pending that High rank-infill Members of Parliament have access to Fire Arms which are supplied to Gang's coursing a high risks to our national security, Can't the Government Look Into this ?
I think Securing of Firearms within the Police service would rather give the opportunity for more crime related actives . Better Measures can be taken to make the Police service more effective , rather then Securing of Firearms
